Can The Palestine National Football Team Qualify for the world cup?

I'm not too sure how these qualifiers work because it's pretty confusing. Does only the winner of each Asian group stage advance or does the top 2 advance? If it's only the winner to advanced I don't think Palestine can make it over Australia unfortunately.
